And in Puerto Rico the People Are Bringing Out The Guillotine

A few weeks ago there was a story about disaster aid - supplies found in multiple warehouses after the last natural disaster to strike the island, an earthquake swarm that began in December 2019 culminating in a magnitude 6.4 quake on January 7 and economic losses above $3 billion.

Both the tweeter and the Guardian say the guillotine was symbolic.
However...in the latest case of the P.R. government showing off their skillz we see:
