Being that Tedros is Beijings creature, put in place via bribes to the African WHO contingent for his first term and recently re-elected in a secret vote, I'm not sure what the play is here. Is he giving Xi cover to back off? Is he subtly showing support for Xi's internal opponents? Whatever it may be, the Chinese Do Not handle criticism well, at all.
