There is something so odd about putting Janowicz in charge of the board, she is a certifiable raving loon, that it almost seems she is a bit of magician's misdirection. Look here, don't look there! Shiny!
If people focus on her personally they aren't focusing on the Disinformation Governing Board and when she is shuffled off to figurehead status and someone like uniparty grifter Michael Chertoff (co-author of the Patriot Act) takes control, the bureaucracy will already have been entrenched.

DHS Freezes Disinformation Governance Board for Close Review; Leader Nina Jankowicz Resigns
....While it is momentarily dormant, the board is subject to review by the Homeland Security Advisory Council, an aspect of DHS. The council is slated to examine ways the board can be more transparent about its processes and confirm that it will be protecting First Amendment rights rather than inhibiting them. It will be headed by former DHS Secretary Michael Chertoff and former U.S. Deputy Attorney General Jamie Gorelick and is expected to last 75 days.....
The fact that Chertoff was the main antagonist and a shape-shifting mutant rodent in South Park Season 12, episodes 10 and 11: "Pandemic" and "Pandemic 2: The Startling" had nothing to do with my guess on who the next Director of the Disinformation Governing Board would be.
