The U.S. Environmental Protection Agency probably won’t be able to set up a U.S. cap-and-trade market for carbon dioxide and other greenhouse gases without a new law from Congress, said Frank Prager, a vice president at Minneapolis-based Xcel Energy Inc.

It is “very difficult to imagine” that the EPA could establish a carbon cap-and-trade program with regulations under the existing Clean Air Act “even if it wanted to,” Prager said in Washington at an event hosted by the International Emissions Trading Association....MORE
