China plans to stock 1 Mt aluminium, 400,000 t copper and lead/zinc

Last I saw, the metals were all down fractionally.
From Reuters via MineWeb:
China's reserve-building plan targets total purchases of 1 million tonnes of aluminium, 400,000 tonnes of copper and 400,000 tonnes of lead and zinc together...
According to the article these targets are approximately 25% higher than the expiring plan.
