I cannot vouch for the veracity of this tale but it rings true.
The FSB leaders were convinced an invasion would never happen so they figured no harm to keep the money. Then when they realized he might invade, it appears they may have leaked to the CIA to try to stop the invasion. Once things went bad, Putin's people started investigating.
