What's Holding Up the Work On La Cathédrale Notre-Dame de Paris?

From UnHerd, April 10:

The glorious resurrection of Notre-Dame
The regeneration represents a formidable opportunity for France
As President Emmanuel Macron announced the beginning of lockdown for the whole country on March 16th, Jean-Louis Georgelin, the five-star general in charge of the reconstruction of Notre-Dame de Paris, knew already that he would have to put the Gothic cathedral to sleep while France and the rest of the world fought coronavirus.

After almost a year racing against time to stabilise and consolidate the 850-year-old medieval structure, chief architect Philippe Villeneuve and his army of workers were only a few days from a crucial and perilous operation when they had to lay down their tools. So many endearing, almost miraculous, details have contributed to restore our spirit since that day....MORE

One year after a fire ripped through the Notre-Dame in Paris, a special Good Friday Easter mass has graced the world’s most famous cathedral. Despite the strict French COVID-19 lockdown–and extensive restoration of the Paris icon–the first mass since quarantine began was held inside the damaged monument.

The restoration process came to a halt ahead of the March 17 lockdown. The Easter celebration at the 1345 church, which looms over Paris from the Île de la Cité in the middle of the Seine, was extremely scaled-down. Just seven people including classical violinist Renaud Capuçon as well as actors Philippe Torreton and Judith Chemla partook in the “exceptional ceremony”.

The show will go on said Paris archbishop Monsignor Michel Aupetit, almost one year after the April 15 blaze engulfed the Gothic architectural gem, causing the spire to collapse.....MORE
