WHO Declares Ebola a GLOBAL Health Emergency

Ebola outbreak in Congo declared a global health emergency
GENEVA — The World Health Organization says the deadly Ebola outbreak in Congo is now an international health emergency after the virus spread this week to a city of 2 million people.

A WHO expert committee declined on three previous occasions to advise the United Nations health agency to make the declaration, but other experts say the outbreak has long met the conditions.
More than 1,600 people have died since August in the second-deadliest Ebola outbreak in history, which is unfolding in a region described as a war zone.

This week the first Ebola case was confirmed in Goma, a major regional crossroads on the Rwandan border with an international airport. Experts have feared this for months....MORE

As noted in this morning's "Insurance: Ebola Crosses Border to Uganda, Should Trigger Cat Bond Payout" there was no media reporting  on the possible finance aspects of Ebola showing up in Uganda.
We are now joined by Artemis who provide some details which make it appear the bonds (actually 3-year notes) were structured to never actually be triggered.
If so, someone is playing a nasty little game.

So now the real story may be the terms of the Pandemic Emergency Financing Facility rather than the possible triggering:
"And if the cross-border contagion is reported on a day ending in a 'Y' all contracts will be null-and-void and coverage denied."
