City-state announces initiatives to strengthen position as regional wealth hub
SINGAPORE -- Singapore plans to expand an existing elite visa program to attract top foreign finance professionals, as the financial hub seeks to boost its asset management sector as competition intensifies with regional peers like Hong Kong.
Announcing a slew of new initiatives to strengthen the sector, financial regulator the Monetary Authority of Singapore said on Wednesday that the country's Overseas Networks & Expertise Pass (ONE Pass) will be catered to "global leaders and senior investment professionals who have the potential to contribute or are already contributing significantly" to asset management in the city-state.
"When we bring in this smaller number of top-tier talent from overseas, they help to create a magnified impact on our economic growth, on job opportunities," MAS Deputy Chairman Chee Hong Tat told reporters. "Bring in this group of industry professionals, anchor them here in Singapore, work with them to grow their business here in Singapore, and through that process, further grow our asset management industry."
ONE Pass was launched in 2023 as part of the country's strategy to attract global talent in various fields from technology to academia and the arts. The pass targets highly skilled individuals earning at least 30,000 Singapore dollars ($23,500) per month. It allows holders to work for multiple employers, offering more flexibility than other employment passes tied to a specific job.
As of December 2025, there were 8,500 ONE Pass holders, and about 70% were employed in three sectors -- finance, information and communication, and professional services -- according to the Ministry of Manpower....
